Yikes! We need to start enacting punch and hand control legislation IMMEDIATELY. This is unacceptable! The murder rate by punch in Europe is much lower thanks to hand laws that have been inacted for 20 years.

No he didn't. So you're saying the murder of 1 or 2 people doesn't require a change?
