Because of the pesky 2nd Amendment. You don't license a right.

First, there is the second amendment. Second, guns are already regulated:

15th and 19th amendment secure voting rights, yet there are regulatons regarding voting. What makes the 2nd amendment more important than the 15th or 19th?? 1st amendment guarantees freedom of speech and there are laws regarding speech.
