That is for a technical committee. I doubt it is actually a difficult question though. Comparing specifications prepared for the military versus those of various hunting and sports weapons will likely lead to a spec.
But that is best left to a body that is actually trying to do something.

Sorry Conceptual creation has nothing to do with a final specification. One can resort to the the ultimate standard...
"I know one when I see one" and sort by product code. In fact that might be the best way initially. Round word the spec and call for an inspection by a laboratory to decide in or out.

I think the government should create an new organization to monitor dumb ideas on the Internet. We are going to call these bad ideas, Cranial Rectum Assertion Phenomena, or C.R.A.P. Now no one knows exactly how to define these bad ideas, but some lab is going to know one of these ideas when they see it. Your idea should be first reviewed.
