That is for a technical committee. I doubt it is actually a difficult question though. Comparing specifications prepared for the military versus those of various hunting and sports weapons will likely lead to a spec.

Sorry Conceptual creation has nothing to do with a final specification. One can resort to the the ultimate standard...
"I know one when I see one" and sort by product code. In fact that might be the best way initially. Round word the spec and call for an inspection by a laboratory to decide in or out.

I think the government should create an new organization to monitor dumb ideas on the Internet. We are going to call these bad ideas, Cranial Rectum Assertion Phenomena, or C.R.A.P.
