As soon as you teach a few karate there will always be a percentage that will go out and hurt someone not normally possible without the training. In time it gets popular and everyone wants to learn increasing the chance to be victimized for no reason. My guess is that the people already know that the leaders will tell stories and its going to gravitate toward a hunter gatherer environment with very little confidence in the system. Oblige to authority where necessary and thats it. There is no conscience left in the system.

The only way to guarantee that you'll never be subjected to violence is to lock yourself in a panic room on an undiscovered island in the most remote part of the world.
Even if I was wearing body armour I could be killed because someone could poison the water, release toxins into the air, spread some kind of disease, blow me up, etc.
After all, in 1927 when Andrew Kehoe murdered the children of the Bath Schoolhouse (more killed than in Sandy Hook) he did so without the use of a gun...he blew the school up.
And my grandfather was murdered in the 1960s. Know what the weapon was? The fists and feet of 3 cowardly robbers. His death came without an actual weapon being wielded, the three men snuck up on his Mail truck (he was a letter carrier in Brooklyn) and beat him into a coma and after 6 months of being in that coma he finally died. His death could not have been prevented with a ban on weapons.
The only scenario I see workable is;
1. We are ALL armed or
2. No one is armed
Neither is possible.
The mayhem will continue.
The sad truth, until we all decide to be sentient higher beings instead of hairless bipedal apes, anyway.
