If you want to see what a difference there can be between an open and free gun culture and a restricted gun culture it very interesting to compare the general conditions between Skagway Alaska and Dawson City Yukon territory Canada during the gold rush. You have to bear in mind that it was the same people doing the same things in the same environment. Shootings were almost a daily happening in Skagway while in Dawson city they were extremely rare. No one was safe in Skagway and most men walked around wearing a pistol. When these same murderous stampeders crossed the border into Canada all of their handguns were confiscated, rifles were permitted and the result was that Dawson City was a very safe place to be.
