To answer the OP: Yes, I would accept that. I would actually accept a number of restrictions - with two caveats.
(1) We put a time limit on it, like the previous ban had, and the law would be repealed if significant reductions in loss of life had not occurred. Because I am knowingly submitting to having my rights eroded in exchange for saving lives. If lives are not saved, then no deal.
(2) There is a systematic, well planned, and generally impossible for modern bureaucracy approach to getting rid of the illegal guns. I, as a good guy, am in good faith submitting to some restrictions; in return, you had GD well better hold up your end and get rid of the guns held illegally by people who take lives.
Fair arguments. However, with regards to #1, I would say, the sunset clause should apply for a period greater than just 5-10 years. In fact, perhaps a generation (20 years).
No gun should be sold to ANYONE who hasn't passed a background check, period. To make sure this occurs gun sales should only be allowed from licensed gun dealers. No internet sales, no second hand sales, and no gun shows where no background check or waiting period happens.
That's the only sane thing to do and, yes, all of this is completely constitutional.
Yeah, I fail to see the difference between a brand new gun purchased from a dealer and a 5 year old gun purchased on Craig's list.

There is NO paper LAW that is self enforcing.. I have never broken any law that would make ME a Prohibited Person.
There is no reason for me to take back ground check after back ground check for each gun I buy either, but I do because in NH that is the LAW.
I like face to face sales of guns to other state residents I KNOW sometimes, where there is no back ground check. I know these people, face to face and also create 2 bills of sale so I know where the gun went 30 years later.
Why i do that is because if the gun does get used in a crime I am not the last guy in line.
Since I don't make the rules I don't care what other sellers do.

In principal, yes. However, there presently exists no mechanism to do so. Even if I decided I wanted to do a background check on a prospective purchaser of my privately owned firearm even though it's not required, I couldn't, since I'm not an FFL and do not have access to the system.
