individual members of Congress are responding fairly rationally to their incentives. Most members of the House now come from hyperpartisan districts where they face essentially no threat of losing their seat to the other party. Instead, primary challenges, especially for Republicans, may be the more serious risk.
In 2010 the GOP gerrymandered house districts to hell and back. That's why they've been so completely crazy wacko without fear they'll ever have to face the voters. It's also why in 2012 Democrats got 56% of the votes for house seats but won only a minority of the seats. Gerrymandering, the last redoubt of cowards, cheats, and liars.
