You do know why the USPS - like every other mail service in the world - does these "special" issues, right?
Every time a philatelist buys the complete series of Simpsons stamps and carefully stores it away for posterity, he puts $2.20 in the USPS' pocket without them doing a thing to earn it, except the few cents it cost to print the thing. It would be economically lackadaisical not to issue special stamps and leave he collectors' money on the sidewalk.
If, out of the 318 million sold, 3 million (that's less than 1%) were tucked in collections, then the Simpsons stamp made money for the USPS.
They overestimated demand, and I can guaran-freaking-tee you, that has happened for every enterprise in the history of forever. Anyone clamoring for the USPS to find ways to increase income should be in favor of more novelty stamps, not less.
