Underperforming schools are not always the result of underperforming teachers. Sadly arbitrarily comparing apples to oranges instead of measuring individual student progress is going to result in inner city schools with large minority populations being deemed underperforming when compared to their suburban counterparts. Schools with large minority populations tend to have a greater percentage of minority teachers than other schools

These turnarounds tend to hit schools with above-average numbers of black faculty members, and they have contributed to a 10-percent reduction in black teachers in the past decade.
