I'm thinking that you're confused as regards the role of the branches of government, and from which branch appropriations originate and/or are approved.

No one said that. What was being talked about by Reid and others in this thread was about the aid and $$ for recovery. The aid in the aftermath of Katrina was overwhelmingly passed by both Houses of Congress right after the storm. The aid after Sandy does not have the same overwhelming by-partisan support and has been held up, reduced and split into two parts by Republicans in the House
