They can track it if they want to. They don't. How bout just paying your bills electronically from the state instead of putting the money on a electronic card? That won't buy votes though.

While I certainly not in favor of TANF recipients using their benefits for paying for strip clubs I do have a question.

In some urban communities, there are more liquor stores than banks, grocery stores and ATM machines. So where are recipients supposed to redeem their benefits. I also wonder how many of these charges are being dispensed to actual recipients and not those who have come into possession of these cards by illegal means. In Indianapolis, for example two state employees were charged with stealing $191,103.89 of state and federal money by creating false TANF accounts.

By the way, in 2012 the Congress bared the use federally funded TANF ATM cards from bars, liquor stores, cassinos and clubs.

I don't know about other states, but in Texas the Lone Star card has a pin.
Just recently I saw a woman ahead of me in the supermarket use 2 Lone Star cards to pay for her purchase and the cashier never questioned her. And it has nothing to do with her use of 2 cards because..hey, she could have been shopping for her mother or sister as well..right ? Typically though that's 2 separate transactions with the food separated as well. But it was a single purchase of items and 2 cards were used to pay and the cashier did nothing..not even ask for ID or call over a manager.

First time I ever saw that happen. Just didn't "sit right" with me.

They may not have grocery stores and banks but they have plenty of "corner stores" and check cashing/payday loan establishments.

You can't give poor people cash money to spend and then turn around and say "But you can only spend it on xxxx".
It's not for food because you have SNAP,
it's not for the rent because you have HUD,
it's not for the phone bill because you have LIFELINE,
it's not for the doctor bills because you have MEDICAID,
it's not for the electric bill because you have LIHEAP,
it's not for school because you have PELL,
it's not for XXXX because you have (one if 83 government programs).

It's for the little pleasures in life which is usually booze, cigarettes and sex.

Cannot rep you enough for that. You can't give people cash and then dictate where they spend it. People are getting all worked-up about where the cash was being taken out, which is silly because there's nothing stopping someone from withdrawing their whopping $433/month from Wells Fargo and then walking to the strip club. Heck, someone could also take out the cash at the liqueur store ATM and then go to Target to buy their kid a pair of shoes.
