Yes, you seriously can, however it takes paperwork submitted to ATF and a wait of about 3 months for them to investigate you and act on your request and furnish you with a 'permit' giving you permission. All you need is the money to buy the rifle and $200 to pay for the tax stamp. Works the same for silencers, full auto guns, short barreled guns. I thought someone with the vast knowledge you think you have would already know this. Here is something else you don't know:

Uh again your playing catchup. People are already making laser weapons at home. Crude, low power and highly expensive but expect that to change as technology gets cheaper.
I made my first laser back in the late 1960s. I was 14 at the time, and I stole the ruby chip from one of my mother's rings. I caught hell for that.
As far as flamethrowers go, I knew someone who built themselves a flamethrower from a fire-extinguisher. He used it to keep bears at bay. Bears really hate fire. Of course it played hell on the surrounding shrubbery, but it works great for deterring bears.

Just because government restricts certain activities does not mean they will restrict all activities. Furthermore, if government is intent on restricting all activities, it can do so non-incrementally.
Such a fallacious argument can be used anywhere, to argue anything.

The answer to your question, of course, is the democratic process. That's what will, and what always has prevented (and allowed) government to do what it does.
The only action that could strip away all gun rights would be a constitutional amendment, which was the manner in which alcohol was outlawed. As has been mentioned in this thread, history shows how that worked out. Therefore, you have little to fear. No one is going to take your guns away. If they try, shoot them.

In short, the Heller case affirmed an individual's right to keep and bear arms, but it also recognized that the 2nd Amendment right, like most rights, is not absolute. You cannot keep and carry any weapon you want, for any purpose, anyplace you want. IOW, the government can't ban firearms, but it can restrict their use, by whom, and where.
