To echo what James said...I don't think anyone doubts that Obama knows intimately every word and sentence in the constitution. It's just that he doesn't care what it says.
As for the thread topic: why is this surprising to anyone? I mean, I find it laughable, but not even a little bit surprising. After all, the legislators were given only minutes to look at this bill before passing it. Who knows what other silly provisions will be found?

Ah...why does law enforcement have a need for different firearms than civilians? Cops are targeted by criminals far less than civilians. They are in radio contact with dispatch and have backup available at all times. While every loss is a tragedy, fewer cops are killed by criminals than are civilians.
A single shot .22 should be more than adequate for a highly trained LEO proficient with his weapon.
