Is that a joke? Medicaid and/or county health departments provide a plethora of contraceptive devices/meds. Public schools even supply them.

Apparently not because those receiving public assistance still have 3 times the birth rate of their self-supporting counterparts.

You're speculating. You're wrong.

Look at the birth rates by race listed in the Census:

There isn't a 3 times higher birth rate by race.
