They don't give permits to people with criminal records, and they take away permits from carriers who do get a criminal record. It makes sense, then, that permit carriers are less likely to be criminals than the general population?

It should be noted that this is a self-fulfilling statistic, because of the conditions placed on permit-holders. It doesn't mean that a permit holder is less likely than the population as a whole to commit crimes. The premise of that position is that law-abiders are less likely to commit crimes than criminals who've already committed crimes. Well, duh! But are permit holders less likely to commit crimes than non-permit holders. Statistically, no. But the statistics are incredibly difficult here as matters of comparison, because the discrepancy in population size doesn't lend itself to accurate comparisons.
