Oh good grief--first, it hasn't passed. It's been introduced. There's a difference. Second, it authorizes emergency response groups to make planning for mass deaths (and handling human remains in a culturally sensitive way) part of their emergency response plan--every community already has an emergency response plan to deal with survivors, but what DO you do with a thousand or more bodies in an emergency, like a major earthquake, or a mile wide tornado that hits a major city? It's not like we've had anything like that happen before in this country. You know, like 911, or Katrina...

Yeah, I have a problem with FEMA too, but think that it is prudent to upgrade hospital and mortuary facilities in order to handle mass casulties.

Apparently the government is planning a kinder, gentler, more culturally sensitive genocide where the bodies of the indiscriminately murdered are handled with respect instead of dumped into mass graves.
