It might take a while to get this in place but great proram, kudos to San Francisco. The thought process needs to change.

The Board of Supervisors passed new recycling and mandatory composting rules on Tuesday in a 9-to-2 vote. The city already diverts 72 percent of the 2.1 million tons of waste its residents produce each year away from landfills and into recycling and composting programs. The new ordinance will help the city toward its goal of sending zero waste to landfills by 2020, said Jared Blumenfeld, director of the city’s Department of the Environment.
Under the new ordinance, residents will be issued three mandatory garbage bins: a black one for trash, a blue one for recyclables and a green one for compost

If they are going to send zero waste to the landfill then what do they plan to do with disposable diapers ?
Or maybe I don't want to know ?

They'll probably force parents to use washable (cloth) diapers.

I tried that when my son was born. Took less then one month before I switched over to disposables thanking the Lord I lived in modern times. I couldn't keep up and I was on maternity leave. Couldn't imagine it when I went back to work.

Interesting. You never know how people will cope with extreme rules. I was in the Caribbean a year ago sailing between islands on a small boat. We came to one island and they had signs that said boaters could not put our trash in the island trash cans. I've never seen so many trash bags in the water.
