There is a very sad code in some communities. It is the code of "snitches get stitches". Fear is a big reason. I'm somewhat familiar with this because my father was raised in a somewhat rough area where you might have to fight on your way home from school. There is a feeling of "if you tell the police what happened, the killer might come back and kill you next".

Poor woman. They have some prior stories about her other kids being killed. Ironically it seems like this last one slain was the real bad apple in the bunch. With the borders wide open, there is essentially no drug prohibition. Tons of meth, heroine, cocaine and pot come across from Mexico every day, there are absolutely no shortages of drugs out on the streets.
