I'm will to bet money that this is because NM has a ton of Indian tribes and rural reservations tend to have little to no development, nothing in the way of job opportunities, and thus tend to be pits of poverty and despair. Even so I doubt the 70% figure; it just smells like BS.
I suspect it's not much different in many other states -- 70% of babies born to welfare households. The takers are fast surpassing the payers -- this cannot last long.

"malamute" does allege it is mostly to "non-citizen" mothers, so since Medicaid cannot cover illegal aliens, he must be referring to legal immigrants. I don't know how that can resolve to the teen birth rate in New Mexico, but "malamute" really isn't concerned how statistics won't back up his claims. New Mexico is a little more vibrant than you describe, I'm a New Mexico native (and not on Medicaid).
They may be red states but they've been invaded by illegals who don't care what goes on in government as long as they're there, their kids are in school for free, and they can live off of American Citizens' money whenever possible.

You can't be serious. Illegals walk into emergency rooms all over the country to have their babies, who are then granted citizenship, whereby the parents can collect monthly assistance from the US govt.
They used to bus illegals to our state just for that purpose. They were pregnant and wanted their kids born here. The hospitals don't turn anyone away, remember? And who ends up paying? Not the illegals who don't have any money. Americans pay their way for them.

I wouldn't doubt that there are a high number of these births from illegal immigrants since NM has a high number of Hispanics in it. I posted a link once to an article about Parkland Hospital in Dallas befor and the number of births from mother's here illegally and the ensuing costs to the taxpayer and the hospital itself were astounding. Texas is another state saturated with Hispanics. It is no coincidence.

how to limit births?
Well, for starters we can start with enforcing our immigration laws and re-interpreting birthright citizenship which is one of the incentives for migrating here illegally and giving birth. Then we will only have to deal with our own poor and the costs they incur.
