Except for the 1960's when military training in urban areas was mostly held in "black areas," to" keep the African American" population from rebelling.
Except for the 1970's when military training in urban areas was in preparation to round up all those pesky anti-war folks.
Except for in the 1980's when military training in urban areas was NATO forces in preparation to take over the US.
Except for in the 1990's when military training in urban areas was in preparation for Clinton to declare martial law and declare himself President for Life of the United States.
Except for in the 1990's when military training in urban areas was in preparation to move all the "undesirables" to the "FEMA Death Camps."
Except for in the 2000's when military training in urban areas was used to train for potential domestic terrorist threats.
(All actual conspiracy theories!)
I'm sure that all these decades of exercises were based in SOP somewhere. In fact SOP for Urban Warfare was created by the US Army as early as that 1840's during the Mexican War.
Urban warfare - Wikipedia, the free encyclopedia
"Not wanting to repeat the mistakes of the 21st, General William Jenkins Worth listened to his Texan advisers. These men had fought in Mexican cities before at the Battle of Mier in 1842 and the Battle of Bexar in 1835. They understood that the army needed to "mouse hole" through each house and root out the defenders in close combat."
