How does Hawaii have 2,000 illegal immigrants? Do people just overstay a visa?

It's an ebb and flow each year. CA had their turn at being a net receiver.
Up until a year or two ago Texas was a net giver.

Geeze, it's not like Texas was a net receiver for decades upon decades like some other states.

Once Obamacare kicks in with federal subsidies to citizens all of the states may turn to net receivers.
