It doesn't say there are no witnesses. It says the witnesses are also trash and won't talk because they'll be committing crimes in the future themselves.
Most gun homicides are between gang members, a live by the sword/dies by the sword thing. Most occur in gang infested areas, particularily around fluid borders between gang turf. When an innocent, usually a young teen, is in the wrong place at the wrong time, it's often a drive-bye shoot or a shot in the back. It is becoming increasingly common for Chicago to offer a financial reward to anyone with information leading to a conviction. Thousands of calls come in from all over the U.S. looking to cash in. Most lead nowhere.
Wittnesses know the laws of the street and have a strong preference to not become the next victim. Or, they are protecting someone, a son, a neighbor's son, a brother, a BF, whatever.
Most of these homicides do not happen in white areas of the city. The shooter would stick out. People would not protect them. The shooter stands a better chance if caught by the Police instead of their own.
NYC was able to put a serious dent in their gang violence with controversial search and frisk laws. Other cities, including Chicago, seem to prefer to give killers more right than their victims.

Several cities, including Houston, had Chicago beat back in 2007. I have no recollection that anyone was hammering on Houston being one of the gun capitals of the U.S., back in 2007.
Chicago is getting more attention right now, predominately because of gun politics.

The thing about stop-and-frisk is that in many cases people who aren't affiliated with gangs might be randomly searched.
Gang members seek anonymity, and the residents in gang territories seek to survive, which ironically, creates a dangerous situation. I've wondered how effective the military might be on solving the gang problem.
