It’s getting easier to get away with shooting people in Chicago.
Last year, gunmen who shot and wounded someone got away without criminal charges 94 percent of the time, according to a DNAinfo.com Chicago analysis of police data.
That’s even worse than 2011, when 91.5 percent of shooters escaped charges, according to the data.

The city with one of the toughest gun laws & a failed policy.

Who suffers? The law abiding citizens of course.

Did you read the article, there is no evidence to convict the shooter.

Shooting someone from a distance guarantees that no DNA evidence will be found.

Wrong, read the article. No witnesses, no DNA, no conviction. We don't live in China where you can throw someone in jail without evidence.

Pretty good odds if you're a killer 9 out of 10 times you wont face any charges probably even better if you track how many end up in convictions.

Seems like Chicago should be a magnet for thugs.

Did you read the article? There is evidence but the community can't be bothered to assist the police. The inner city Black community is simply morally bankrupt, the thugs know this and act accordingly. I've been following this I guess rogue security guard in Atlanta who is on a one man mission to clean up a mall infected with drug dealing and other assorted ghetto trash. It's amazing how quickly the trash scatters when confronted. Maybe Chicago should try it.

The other 100 cases were "cleared exceptionally,” which means police know who the shooter is but were unable to bring charges, the state’s attorney wouldn’t bring charges, a victim refused to testify after identifying a shooter or the offender was dead.
