The federal government can only regulate firearms as it pertains to their power to regulate international and interstate commerce. Firearms, firearm accessories, and ammunition manufactured within the State, for use or sale only in that State, does not effect international or interstate commerce, and therefore are not subject to federal laws or regulations.
