No. #2 is pure crack smoking.

Not to mention that it's pretty easy to re-load bullets if you have any real nefarious intent you just cast and load your own or buy them "clean" off the black market.

So, #2 is wholely unworkable even if the science were available to do that.

The conclusion is clear: "Gun control" laws won't work, unless 100% of all guns are confiscated.
