I wonder just how happy Russia will be to see Obama pull this one. Yes, he says he will cut our nuclear arsenal by 1/3 which amounts to 33%. I bet some countries other than Russia, like maybe North Korea and China will be very happy to see this happen. This is the method he plans to cut defense spending without cutting any other defense spending. It scares me to have a leader wanting to do this unilaterally.
