GDP is limited to new item, like a new car. If you sell that car it doesn't count in GDP. That might be the economic output spoken of.

Since 2009 the deficit as a percentage of GDP has been decreasing, not increasing.

Nevertheless "the President has already reduced the deficit by over $2.5 trillion, cutting spending by over $1.4 trillion, bringing domestic discretionary spending to its lowest level as a share of the economy since the Eisenhower era. He can't blame it on the previous administration anymore, because HE IS THE PREVIOUS ADMINISTRATION!
