Single people have a much lower homeownership rate (50%) than married couples (75%).
Part of that, of course, is that single people with low incomes often do not have affordable ownership opportunities, whereas a coupe with two low earners is more likely to be able to buy a home.

Partially true.
The reason why single does prefer to rent vs own is because they are single. If I am single, I would rent a studio or 1 room apt. But when you are married and most likely than not, you are planning to have kids. This is the reason for buying. You settle down. You look for a safe environment to raise a family, a good school town, etc.
What do you think a flat tax argument is? It just feels right in people's hearts because they can make the "contribution" equal as if income somehow has any relation to user fee. If I don't go to the movies should I pay anyway based on income?

A flat tax doesn't result in an equal contribution.

Person 1 earns $250,000 and would pay $38,250
Person 2 earns $25,000 and would pay $3,825
$38,250 ≠ $3,825
Person 1 would very likely be OVER-paying for services used. Person 2 would very likely be UNDER-paying for services used.
