And a couple of years ago they got permission to sell it at the Distillery gift shop. That is the only place in the county that you can buy liquor and a huge tourist draw that the county I guess finally realized.

You should have done better research. When Tennessee passed a state-wide alcohol prohibition in 1910 Jack Daniels promptly moved their operations to St. Louis and Alabama. Then all their production was shut down during nation-wide prohibition.
The special exemption was passed in an effort to get them back. I'm sure there were many other incentives added to sweeten the deal.
Using a similar time frame for Magpul, Colorado might see those 600 jobs again in about 28 years.
