The "shortage" is also at the high end as well or so corporate CEO's tell us and Congress.
There is a bill to double the number of H1-B visas to 130K per year and an annual percentage increase based on demand.

Corporate CEO's say there is a shortage of skilled American college graduates and they need people from India/China to come here and do the work.

They can be if their job titles are entry level.
It's how they are classified by the companies.

Companies have to pay prevailing wage but it could be entry level prevailing wage.

I know at business school a lot of the foreigners especially from Asia were caught cheating. While I cherished my foreign teammates I tended to get more from my American teammates who were more well rounded. What use is it being an Excel guru if you can't explain what is on the sheet?

Exactly there is no shortage, in a market economy employers would merely raise the salaries for the jobs they need to fill if they are having trouble filling it. Employers today simply don't want to do that and would rather pay a select group of execs outsized pay packages.
