Unfortunately it is whoever the public assigns blame to that owns it, regardless of the facts.

The hope with the sequester is that Obama played so fast and loose with those facts this time that he isn't going to be able to redirect blame like he usually does.

But the mere fact that he makes a mistake doesn't mean he'll be the one paying for it or blamed for it.
