You don't have to even be poor any more to get free lunch in some places. Some schools give everyone a free lunch so the poor kids won't "feel bad."
ETA: I don't want any kids to feel bad, they can't choose their families. But it's absurd that we are now buying lunches for families who can afford them. We don't have the money to be frivolous.
A few friends on mine just told me a story about free-lunch's that knocked my socks off. These folks are working up in the gas industry... they're making decent money. They were put on the free-lunch program because their address was not listed as a "home"... it was listed as a trailer park. The schools have got to the point they don't even have you fill out the forms anymore... they just assume. These friends said they literally had to go in and beg to have their children charged, because they knew that financially it was the right thing to do...

Yes, because it's impossible to use a fake address to get a cellphone. The gov. would catch that immediately if you tried something like that and people are always honest.

I assume you could use a fake address but the following year when you need to recertify you would be cancelled as you didn't get your mail.
How It Works
Parents who apply for school lunch benefits, or for the smaller school breakfast program, report their yearly income on the application. Children living in households at or below 130 percent of the federal poverty level ($27,560 per year for a family of four) qualify for free meals at school; those in households between 131 percent and 185 percent (up to $39,220 per year for a family of four) qualify for reduced-price meals. Children can also qualify automatically based on residential status in areas of concentrated poverty or participation in other means-tested government programs, including food stamps and Temporary Assistance to Needy Families (TANF). The USDA reimburses districts for each free or discounted meal served. No proof of income, such as a pay stub or W-2 form, is required when parents apply. That’s in contrast to other federal nutrition entitlements, including the food stamp program, now called the Supplemental Nutrition Assistance Program (SNAP). Normally, SNAP applicants must “file an application form, have a face-to-face interview, and provide proof (verification) of certain information, such as income and expenses.†Assuming a 180-day school year, students eligible for free lunch receive on average $462.60 per year in benefits, compared with an average of $1,152 per year in benefits for individuals receiving food stamps.

And you could always go get your mail from your aunt's house who's address you were using... AND you still had a free cell phone for a year paid for by fee (tax) paying cell phone owners.
In all schools. At the beginning of the school year all kids get a form sent home about the free lunch program. It's a self-certify ..you check the box that your children are entitled to free lunch and send the form back. Schools do not require any proof.

Addresses are the easiest thing in the world to get around. We should know.. we lived full time in our RV for over 7 years from one side of this country to another, and a post office box was all it took...

That's the thing Happy... the forms aren't even being sent all the time anymore. Apparently in the state of West Virginia, if your listed address isn't a traditional single family home or apartment you are considered homeless. Now I realize that in most cases that is probably true... but taking West Virginia for example.. There are thousands of oil/gas people who are there, living in RV's, motel's, etc., all classified as homeless and receiving free lunch's when in all actuality they can probably afford it more than some of the other resident's. You'd think the schools would at least qualify the kids before just putting them on... unless... their getting more in subsidies perhaps?
