Isn't that what all elected officials do ?
Here in the US we get lots of press about what Congress plans to do.
Now whether or not they do it is still a crap shot given our current Congress.
But even if they do pass a bill they give plenty enough time before it gets enacted to give their friends in high places time to act.

The one that most comes to my mind is that Consumer protection bill that got passed about the overdraft fees the banks were charging. That bill gave the banks months to make changes so they could gauge us with fees in other ways since they had to cut back on their overdraft fees.
