That is only a requirement for legal immigration. With 11 million "customers" I doubt he even gave it a second thought if he didn't really "have" to learn English.

English has never been a requirement for citizenship, under the 50/20 Rule. The applicant must be at least 50 years old and able to demonstrate permanent residency for 20 or more years.
An acquaintance of mine's Polish mother is 90 now, is a citizen, and has lived here for 65 years. And she doesn't speak a word of English, according to him.
Some people can learn a second language, and some cannot. In her case, she moved from Poland into a Polish neighborhood, and has spent her life there, so she never had a pressing need to learn English.

It blew me away that people could manage in a country for so long and never leave their ethnic neighborhood/church/shopping/banking. Both were employed by a commercial cleaning company and cleaned offices during the evening. The hiring supervisors were bilingual.
