That is only a requirement for legal immigration. With 11 million "customers" I doubt he even gave it a second thought if he didn't really "have" to learn English.

My in laws ( now deceased) came to the U.S. from Eastern Europe in 1950. They both worked, paid taxes and bought and paid for a 3 flat in Chicago. They also eventually became U.S. citizens. Neither understood or spoke a word of English.

The same can be said of many who immigrated to the U.S.

Almost everyone I knew growing up had a grandma living in the household who spoke only Polish or Italian or German or Greek, despite having immigrated 50+ years prior.

I married into a Mexican family. My wife is first generation American while the older generation in her family came over from Mexico over in the last 30-40 years. Most have learned enough English to have a conversation. However, one of her aunts who is probably 60ish won't. Every time she sees me she asks if I have learned Spanish yet (I'm a white) I tell her I'll learn Spanish when she learns English. It always gets a laugh at the family parties.
