The principal reason ROME deteriorated was the AD 435 explosion of an Indonesian volcano (IIRC Tambora) that pretty much shut down farming for a decade in Europe. No food, no army, no empire.

Read some history, 40 years ago there was a ban on interracial marriage in at least 17 states, that included a Mexican marrying a white person, or an Asian, or an American Indian or a black person.
