As for north vs south, I'm hearing those more in Chicago, Philadelphia, Milwaukee, and even other cities like Minneapolis. While I'm sure this might have happened in and around Atlanta, I'm not seeing it to the same magnitude as what is being seen in Philly, Chicago, Milwaukee, or Minneapolis. Probably the population density and access to public trans. That'd be my guess.

Northern states were technically free states. However, some northern states abolished slavery at different times. States like Michigan, Wisconsin, and Minnesota didn't have it to begin with. Slavery was technically abolished in New York but the last slaves were not freed until 1829.

There is a book I want you to read, or at least the excerpts.

Atlanta has MARTA and I'm not seeing this kind of behavior has much as one might see in Chicago.

Actually, it is the South Side that has most of the problems. I should know because I have relatives there. Some who once lived on the South Side and later moved to the North Side.

Check out the west side. It's a sewer. Austin, Lawndale, Little Village. I should know. I lived at 31st and Cicero for 30 years.
