I keep hearing that we need to reform entitlements, but I have yet to see actual legislation in the house or senate, that actually begins to reform these programs. Where is the law that raises the Medicare eligibility age, where is the law that uses chain CPI for Social Security. Where is the law that converts Medicare into a means testing program. I have yet to see a republican introduce legislation that can be voted on. If Obama is showing leadership, where is the republicans showing leadership. Why isn't Boehner or some other republican putting together a law that states Medicare eligibility age will increase from 65 to 67?

There is not enough votes to pass any reforms, the {D}s will not support raising the retirement age and the {R}s will not support means testing. On the chained CPI I am not sure but would predict it would be close if passed.

They have passed bi-partisan bills to do that in the House, and then Harry "The Party of 'No'" Reid refuses to debate them or bring them up for a vote.

Those are logical solutions proposed by Simpson-Bolles, got to love it when congress forms committees to do expert research and then ignores the results. The items you mentioned could be imposed with very little impact but neither side wants to go first.
