If he were getting help from relatives or anyone else and his only income now is Social Security RETIREMENT benefits, he would not have to claim and "Help" he received nor would it affect his SS. the only thing that would affect his SS is if he is collecting under FRA, and even then gifts of money are not counted as income, ONLY EARNED INCOME is counted.
