Have you ever compare the curriculum of a mostly black school vs a mostly white school? You will find in too many cases the black schools do not teach to the same level and as a result the entire school is at a handicap to succeed. Cna gov. even the scales... I doubt it, but to assume they are even and equal is ignorant.
