Yeah these guys are White but they don't look like the Northern European types that dominate in America. Have any of you heard of ethnicity? I mean Ethiopians are Black but they tend to look different than West Africans and by extension African-Americans since African-Americans descend primarily from West Africans.
Race is too generic of a classification sometimes.
However these 2 are literally caucasian. Google the definition of caucasian. They are from the caucasus montains. They are white.

Even if he wanted to get naturalized on that date, it is not up to him. Uscis determines the date of the interview and the date of the oath. So one application can last 3 months and another one 1 year. Is up to them.
