This would only be a MA state case...even if the Feds help with the investigation and/or evidence. MA has no death penalty, thus the person or persons responsible will NOT face the death penalty.
Federal charges do carry a possibility of a death penalty. Explosives are covered under federal statutes and regulation. Violations are prosecuted in federal court.
