Having lived in the Houston area for over 20 years (some time ago),....I can honestly say that Sheila Jackson Lee is not intelligent enough to be classified an "idiot".

In the beginning, only men who owned property and paid taxes were permitted to vote and hold office.
Oh, and another side issue - if they wanted political liberty - voting and holding office - they had to perform mandatory civic duties.
Like militia duty - the obligation to train, fight and die on command (17-45).
And since they were paying the bulk of the taxes, they were very frugal. And they didn't start any wars.

In the 1820s, this wise requirement was waived, and any warm body could vote.
The rise of the partisan political parties soon followed.
Things went downhill very fast.
