Enlighten me. What Americans are those?

To be a citizen you must know English. In rare cases only the elderly are exempt.

Which are you? Your poor English skills, by your own definition, point to someone who could use some further education.

Pull your head out of your butt. "Plenty of Americans" would have learned english before entering the school system. Illegals, on the other hand, would not. Although we do not technically have an official language, English has been the language of this county since before it was a sovereign nation. ELS classes should be paid for by the individual, not the tax payer, and a good grasp of the english language should be established before entry into public school.

Being born in the US doesn't mean you automatically know how to speak English. You could raise a child to speak Spanish and they can still be a naturally born citizen.

As for Foreign born Americans, this is the requirements and exemptions.

Sure, then don't pay for people to be more proficient in English, therefore adding to the problem of people not knowing the English language. You not liking people who don't speak English doesn't change the fact that it is good to teach people living in this country English.
