2011 Request for Information on Tamerlan Tsarnaev from Foreign Government.

The revelation that the elder Tsarnaev was on U.S. law enforcement authorities' radar screens seemed likely to raise uncomfortable questions for the Obama administration about whether it could have done anything to detect and stop the plot.

In response to this 2011 request, the FBI checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history.
The FBI also interviewed Tamerlan Tsarnaev and family members. The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011. The FBI requested but did not receive more specific or additional information from the foreign government.

At that time, I think his activities were limited to partying. The FBI would have to keep tabs of an awful lot of young people if that were the criteria.

It's interesting though, because the Feds were acting at the request of Russian Intellegence. I wonder what THEY had on him?

And even if the FBI found nothing on our end, maybe Tamelin should have gone into a "heads-up" folder anyway. Then, his six-month visit to the motherland MIGHT have come to the FBI's attention?

It's all hind-sight now. Certainly nothing as egregious as the incompetence in the run-up to 9/11. We are sadder and wiser now, and infinitely more capable.

But maybe a lesson for next time.
