I think DHS took over regulation in 2005. Those citations I think were prior to that.

When government regulations are not strictly enforced PEOPLE DIE. There are no ifs ands or buts about that statement. WE had a far right Government here in Ontario in the 90s. They decided to let all the municipal water utilities "Self regulate and report on conditions. It was not 2 years later that around 1500 people in a town of 5000 got deathly ill and I think it was 16 died because of Ecoli in the towns water supply. It would never have happened if the provincial inspectors had still been on the job. The government got rid of these inspectors to save money. The results of uninspected water cost them hundreds of millions of dollars and in the next election they were toast and have been ever since.

Our conservative federal government decided in their wisdom to stop federal inspections of the biggest beef processing plants in the country. Can you guess what the outcome of that was???? Thousands of tons tainted beef all over the continent being recalled and hundreds of sick innocent consumers. That screw up cost the beef producers, the country and the packing houses billions of dollars. Yep, these conservatives really know how to save a buck and destroy an industry.

A simple observation: While you can see this most profoundly at the state level, placing committed right-wingers in charge of regulatory agencies simply does not work because they do not believe in regulation in many of these areas. It doesn't work and it will never work. If they would simply be honest and state that they believe in giving big business run of the house, there would be no illusions and no one would expect them to do anything in the interests of the commons.
