It's not a NYC thing, similar scenes unfold on a regular basis in similar neighborhoods throughout the US when the police are making an arrest in public. People whose daily routines include criminal activity are naturally going to be hostile to law enforcement.. If these areas were depoliced for a while and the law of the jungle were allowed to prevail, then the same people would be screaming that the racist system doesn't give a damn about them. Why should it?
I feel sorry for the law abiding people in these neighborhoods whose concerns are shouted over by loudmouthed, low IQ "community activists" aka worthless criminals.

Why do people in general get angry at the police? Simply put, police brutality, which includes searching people without probable cause, psychological intimidation of innocents, beating up innocent people, falsely arresting people, firing pepper spray and tear gas at innocent protesters, breaking up and suppressing protests, SWAT teams raiding the wrong home and killing the pets and sometimes people inside, as well as routinely using excessive force even when they do have probable cause to act.

Why are these particular people angry at the police? The video starts in the midst of the incident, so it's hard to tell what is happening and if any of the actions were justified. However, from what I'm able to discern from the comments the initial arrest of the black man was because he had assaulted a Jewish subway rider, a circumstance in which an arrest is definitely justified. However, the people in the crowd appeared to be under the impression that the black man was being brutalized by police, hence the harsh treatment of the NYPD officers. The NYPD often does brutalize black men, but in this instance an arrest was justified. The NYPD officers did appear to react with excessive force against the woman who approached the black man - sure, she should have been prevented from interfering, but turning around and putting her up against the wall and having 3 officers manhandle her and arrest her sure looks like excessive force to me.

There is some truth to that, but NYC doesn't have to be like a zoo; it's just ended up that way. Speaking of zoos, I think it demonstrates a real ape-like mentality to hate a woman for mouthing off at police officers and calling for them to attack her with mace. Insulting police officers is certainly rude but it is not nor should it be a criminal offense, and it certainly doesn't justify using violence. If I sprayed mace at someone because they insulted me I'd be arrested on the spot and rightly so, but apparently the same rules shouldn't apply to the police, who are entitled to lord over us mere humans as if they are the master race (which they're not, obviously).

The woman was not arrested for insulting the police. She was part of a dangerous mob that was clearly interfering with the police while they were making an arrest. She repeatedly ignored the cops request that she back off and not touch them. What the hell is wrong with some people? If she felt the guy was being treated unjustly, she could certainly contact police admin, her city rep. etc. But instead it is all hysterical screaming and basically acting like an enraged baboon. I honestly don't think she really cared about this guy at all, she was just enjoying a good scream and emotional release.
