Absolutely...hence the need for "plausible deniability." The Mafia had stakes in Cuba through hotels, casinos and brothels as well; it was the perfect distribution point for drugs for them, from the East Coast to NOLA. The CIA ties to the mob go back to WW II, when the OSS worked with them in order to use the docks at Marseille.
