The only thing i can say about the Arizona thing (being an Arizonan myself) is that the overwhelming majority of African Americans in this state (another group i belong to) are solidly middle class and go to fairly good schools. I attended excellent schools growing up. I went to the best jr. high and high school in the state, hands down.
That said, education in Arizona is nothing to brag about. We rank pretty low.

Thinking that it is anything but a socioeconomic gap or an emphasis in culture, would be by definition racist
Think about it. If it wasn't those factors, then one is basically saying there is some genetic deficiency for those who have more melanin in their skin
Obviously no one who is the textbook definition of racist could think that.
The sad thing is the people who claim to stand up for the rights of minorities are those who have proposed policies and push a culture that is anything but helpful to those minorities.
I believe you meant to say LESS melanin in the skin, since the black kids are doing 2% better than the white.
I think the difference is coming from the parents and extended families of the black kids. One of the best ways of living a better life is being educated, and black folks know that. I expect to see our black kids increasingly do what our yellow kids are doing. Asians have always placed very high value on getting the young the best education the parents can obtain.
