Both go after the tools in which people use as an outlet for anger (Words, fists, guns) but do not solve the actual problem. Gun violence and Bullying are caused by something in our culture. Banning guns and zero-tolerance policies are like bailing out a boat, sure they help, but at some point you have to plug the hole.
We don't want to fix the fundamental problems with society because they have to do with investing time and energy into a community rather than just having some guy write a piece of paper.
Gun violence is typically caused by criminals and psychopaths. Bullying is usually caused by teenage idiots that prey on those different from them. In my opinion not very comparable.
